An essential need exists to provide timely and effective communication and interaction with key decision and policy formulators regarding the activities and outputs of this Health & Demographic Surveillance Centre. Consequently, the Africa Centre wishes to recruit a Policy Liaison Officer
The Africa Centre for Health and Population Studies is a joint initiative of the University of KwaZulu-Natal and the South African Medical Research Council, with support from the Wellcome Trust and other funders, to create a global centre of research excellence in a rural area. The Centre's mission is to conduct in partnership with the community, policy-relevant health and population research in an ethical manner, and to enhance the capacity of the people of sub-Saharan Africa to conduct research.
The Centre is located in the rural Umkhanyakude District of KwaZulu-Natal. It has Africa 's most comprehensive Demographic Information System which monitors longitudinal vital events in a population of 90,000, and provides a rich base for health and social science research.
An essential need exists to provide timely and effective communication and interaction with key decision and policy formulators regarding the activities and outputs of this Health & Demographic Surveillance Centre. Consequently, t he Africa Centre wishes to recruit a Policy Liaison Officer whose main tasks would entail:
- Familiarising policy makers with data / information from the Centre relevant to their policy and programme needs
- Working with the Centre scientists to most effectively present data to policy makers and service providers.
- Developing effective and enduring relationships with national, provincial and district governments as well as NGOs, civil society groups, international agencies and funding organizations
- Proactively promoting the policy influencing value of the Centre's work with policy makers and programme leaders
- Responding swiftly and effectively to policy makers' requests for information and data
This responsible position requires the following qualifications, skills and attributes:
- Appropriate tertiary degree within the field of public health and / or epidemiology.
- At least 3 years senior management experience in the arena of evidence-based policy formulation and enactment.
- A high-level networker with extensive personal credibility.
- A health or social services background.
- Proven oral and written communication effectiveness at senior interaction level.
- Expertise in translating data and research findings into programme and policy application.
- Enthusiastic individual with high levels of initiative, energy, self motivation and overall trustworthy professionalism.
Applicants will have to be among the best available in the country and be totally committed to realising the ideals of the Centre. The remuneration package offered will be dependent on the qualifications and experience of the successful applicants.
The post will be offered initially on a one-year contract, with the opportunity to extend at the end of this period. The process of selection will commence on the 14 August 2006 and will cease only after the vacancy has been filled or a decision is taken not to fill the post.
