ICAP seeks to employ a Program Monitoring Advisor.
(Associate Research Scientist, Senior Staff Associate, Staff Associate) for ICAP Swaziland
Overall Job Function: To provide technical assistance and support to the International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University (based in Mbabane, Swaziland) to improve and ensure the quality, utilization and scope of HIV/AIDS care and treatment services by servings as a technical resource to the Ministry of Health and Social Welfare (MOHSW) and supporting the strengthening and linkages of PMTCT and care and treatment services. To provide technical support to the Ministry of Health in the planning and implementation of monitoring and evaluation (M&E) activities required for HIV/AIDS care and treatment services for pregnant women, children and families and to serve as a technical resource in facilities supported by Columbia University.
Duties and Responsibilities:
- To build the capacity of MOH personnel to better implement their role in the M&E of the implementation of the National HIV/AIDS Plan.
- To help guide the development or refinement of materials related to M&E including patient tracking forms, medication tracking forms, program indicators and data management systems.
- To provide direct technical assistance, to health care facilities supported by Columbia University. Such assistance might include implementation of patient tracking systems, training, data feedback sessions, data management and analysis.
- To provide on-the-job mentoring to site staff on issues related to data collection, management, analysis and use
- To serve as a resource to the MOH in the assessment and evaluation of ongoing programs and in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS.
- To coordinate technical support with Monitoring, Evaluation and Research Unit at ICAP-NY Headquarters.
- Overall coordination of knowledge management activities in ICAP-Swaziland to build institutional memory as well as to inform programmatic direction.
- To represent Columbia University before Swaziland government officials and partner organizations.

Minimum Qualifications & Experience:
- Candidates should hold an advanced degree in epidemiology, biostatistics, public health or related discipline. Master degree preferred.
- Experience in the design, implementation and management of health monitoring and evaluation systems. HIV/AIDS M&E experience preferred.
- Strong data management and analysis skills.
- Advanced knowledge of electronic medical records systems and deployment of database systems for patient monitoring.
- High-level computer skills, including ability to rapidly process and analyze data using the following: MS Excel, MS Access, SPSS and/or SAS, and Epi-Info Windows
- Exceptional written and verbal communications skills, with excellent team building and working experience.
- Strong interpersonal skills.
- Associate Research Scientist: MD, Nurse Practitioner or Physicians Associate degree plus related experience, preferably in developing-country health care programs
- Sr. Staff Associate: Bachelor's degree or equivalent plus 8 years related experience, preferable in health care delivery or programming and/or significant experience in developing-country health care programs
- Staff Associate: Bachelors degree or equivalent plus 4 years experience in health care delivery or programming, with significant experience in developing-country health care programs
