Country Director (Associate Research Scientist)

The Country Representative is responsible for managing all aspects of the program, including strategy, budgets, implementation, and team management to ensure its success. As the lead representative of ICAP in the country, the CR ensures that all actions of the country team are consistent with ICAPs goals and in support of the Swaziland Ministry of Health and Social Welfare. The Country Representative reports to the Program Director in New York.
DUTIES AND RESPONSIBILITIES:
- Guide program administration, implementation and fiscal management
- Supervising a team of individuals providing technical assistance and support in the implementation and evaluation of the HIV programs
- Coordinate activities with the Ministry of Health, donors, and partners
- Develop a supportive relationship with the local and national government officials to support them to design and implement relevant policies, programs and activities
- Strategically build and leverage strong, effective relationships with key partners
- Ensure monitoring, evaluation and regular reporting on program activities to donors and the central office
- Liaise and work closely with headquarters to ensure ICAP&rsquos resources are maximized
- Oversee program operations and reporting, including compliance with donor regulations/ procedures and local policies and laws
- Define and manage annual budgets and ensure sound financial management and accountability
- Recruit and manage a lean, yet highly effective team
QUALIFICATIONS:
- MPH, RN, MD, Ph.D., Ed.D, or professional equivalent
- 5 years experience in health programs management in Sub-Saharan Africa
- Experience with developing-country health care programs
- Extensive HIV/AIDS experience strongly preferred. Pediatric HIV/AIDS experience a plus
- Proven ability to ensure high quality program outcomes
- Experience working in collaboration with local government partners
- Experience working with U.S. government or other bilateral donors
- Experience supervising international and national staff
- Previous budget and fiscal oversight responsibilities
- Must have strong organizational, diplomatic, and communications skills
- Must be flexible to adapt to changing requirements
- Must be culturally sensitive and have the ability and interest in identifying, working, and integrating national talents in the expatriate staff structure
- Must be computer literate and able to use Windows XP, MS Office, WP, and Excel Knowledge of e-mail and of standard office equipment.
