PMTCT AND PEDIATRIC AIDS SENIOR SPECIALIST

This is a fixed term position for an initial period of 2 years, renewable based on performance and availability of funds.

PURPOSE OF POST:

Under the guidance of the Chief of the Health & Nutrition unit, to contribute to the planning of and be responsible for the implementation, strategizing, monitoring and evaluation of NGO South Africas PMTCT and pediatric HIV care, treatment and support projects with a focus to down referral of services to the primary health care facilities.

KEY AREAS OF RESPONSIBILITY: The incumbent will:

  • Design, prepare, implement, monitor and evaluate PMTCT and pediatric HIV care, treatment and support projects, including the scale up of HIV testing and counselling, early infant diagnosis, ARV prophylaxis, cotrimoxazole prophylaxis, ART and psychosocial support for eligible women and children in the Health & Nutrition programme. 
  • Analyze and evaluate data to ensure achievement of better health outcomes for women and children and take corrective actions to promote and increase access to ART for children born of HIV infected parents and PMTCT-Plus. 
  • Provide technical advice and assistance to Government officials and other partners in the planning, implementation, monitoring and evaluation of PMTCT-Plus and pediatric HIV care, treatment and support programs.
  • Provide technical guidance to appropriate communication and information strategies aimed at increasing coverage and effectiveness of ARVs for children and PMTCT-Plus.
  • Participate in the development and review of the sectoral workplan.  
  • Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely NGO and Government accountability. Certify disbursements of funds and monitor and submit financial status reports to the relevant authorising officers, as required.
  •  Prepare project status reports and other relevant reports required for management, donors, budget review, programme analysis, annual reports, etc.

MINIMUM REQUIREMENTS:

The ideal profile of the successful candidate will include:

  • Advanced university degree in public health / medical degree with specific expertise in HIV management and care programmes
  • At least five years of progressively responsible professional work experience at the national level in programme management, monitoring and evaluation in a related field and proven experience in PMTCT and paediatric care, treatment and support
  • Experience in working with Government is essential
  •  Fluency in English and knowledge of the local working language is an asset
  •  Current knowledge of development issues and policies, as well as programming policies and procedures in international development cooperation
  •  Knowledge of the latest developments and technology in related fields
  •  Analytical, negotiating, communication and advocacy skills
  •  Supervisory and managerial skills, coupled with strong leadership and teamwork abilities
  •  Computer skills, including internet navigation and various office applications
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization
