Responding to challenges presented during the political transition to democracy in South Africa, NPPHCN launched the Public Health Intervention through Legislative Advocacy Work (PHILA) programme in April 1995. In South Africa, legislation has become an important vehicle to bring about the social transformation outlined in the Reconstruction and Development Programme. Unfortunately, the legislative and policy formulation processes are not accessible to people working at the grassroots level.
To facilitate constructive dialogue between policy makers and communities about the future of health care system in South Africa, PHILA has attempted to demystify the legislative process. As part of this effort, PHILA translates legislative proposals into language that communities can better understand. It then feeds their comments and consents back to policy makers. In addition, the PHILA programme is attempting to build capacity within communities to help them navigate the complex legislative process to enable them to advocate for their health rights.
In order to sustain these efforts, PHILA makes its legislative analyses available to other interested parties. Additionally, PHILA provides consultancy services on a broad range of health policy issues to policy makers at the National and Provincial levels.
