The Health MINMEC held on the 25th
July 2002 took a series of important decisions to fast-track the implementation of the District Health System (DHS). In addition, National Cabinet also approved the Minister of Provincial and Local Governments authorisations for health functions to Municipalities as provided for in Section 18 of the Local Government: Municipal Structures Amendment Act(Act No. 33 of 2000). In terms of the aforementioned section, the MEC for local government in a particular province may issue such authorisation by way of a notice in the provincial gazette. There are however certain requirements that needs to be me prior the issuing of the authorisation (as contained in the amendment to the Municipal Structures Act of 2000).In light of the requirements, the Health MINMEC noted that a coherent framework for SLAs was needed, together with a pro-forma SLA, which could be used by Provincial Departments of Health (PDoHs) and Local Government/Municipalities. |
