The change towards a unitary, integrated National Health System, based on the Primary Health Care (PHC) approach and on the District Health Systems (DHS), has necessitated restructuring the management of health care in South Africa. The policy document (1) on the development of the District Health System, outlines the principles on which the DHS is to be developed defines the health district, its levels of support and the relationship to local government presents the management and the governance structures in the DHS and the steps to be taken towards establishing a fully functioning DHS considers some of the implications for management and administration and describes the skills required by the District Health Management Teams (DHMTs) as they develop and maintain the DHS. |
