The development of District Health Systems (DHS) represents the core strand of health sector decentralisation in South Africa, and is seen as the critical foundation for the effective development of Primary Health Care (PHC) within the country. The principles underlying the development of the DHS are wide-ranging and include overcoming fragmentation in service delivery, delivering comprehensive services, community participation and local accountability as well the persuit of equity, efficiency, effectiveness and quality (HPCU/DoH 1995). |
